If you are getting the message, that the maximum number of Apple IDs has been reached, you will have to create an Apple ID on a different device, for example your computer. After that you can use this newly created Apple ID on the device that gave you the error message.

If you see a Could Not Create Apple ID or Could Not Set Up iCloud message - Apple Support
