turn off swipe gestures

we used to have the ability to turn off swipe gestures globally, I can't seem to find the ability to do this anymore on iOS 16

the main reason for this request is because browsing the web is very annoying, many websites have carousels that scroll horizontally, and I am constantly triggering the swipe gesture instead which takes me back/forward on the web-page, it's driving me insane to the point that I don't want to browse the web on my phone anymore

please bring the option to turn it on and off globally back, as this was definitely an option before
