Assuming that you wish to simultaneously view/compare two photos from your Photo Library, you can use iPadOS Split View.
With your Photos App open, tap the multitasking button (the three-dots icon) at top-centre of the visible Photos window to expose the multitasking views menu. Tap the Split View option; the open Photos window will move to the side of the screen - now open another Photos window, which will be displayed side-by-side with the original.
In each window, open a photo from your Library.
