Can a thief scan my parked car to find out if there’s an air tag in the car?

If it is an iPhone, no. If it is an Android, yes, it is possible. An iPhone will alert them, if they take the vehicle, and the AirTag moves along them. It is very risky, but may be helpful in locating your car, and Apple doesn't recommend you chasing them, but rather file a police report.
