I cannot get a 1st gen AppleTV to connect to the Remote app in Control Center. It won't pop up on Bluetooth, and the original gray remote that came with it doesn't work. The AppleTV isn't on my network yet, I need to access it via the remote app to set that up.
I've tried multiple reboots, nothing seems to work.

Are you sure? That seems somewhat unlikely. If your Apple TV box is black and 3.9" (9.9 cm) wide, then it is at least 2nd generation.

Anyway, the software remote in Control Center is compatible with the 3rd generation model (2012) or later. That excludes 1st (2007) and 2nd generation (2010) models. Set up the Apple TV Remote on your iPhone or iPad - Apple Support.
The software remote connects over the home network (Wi-Fi/ethernet), not bluetooth. That also means that the networks settings on the Apple TV box must already be configured (with a physical remote).
