Problem deleting photos and videos

I have 2k recents on my phone and wanted to clear some storage since my phone was too cluttered, but just now, a glitch is happening where if I delete anything, it doesn’t actually delete and comes back when I go back in recents, and when i save something it disappears. i cant clear my recently deleted either. Sometimes when i open photos it crashes. It isn’t my phone storage being full, since i have nearly half left. it might be my icloud storage being too full, but i’d like an actual answer and solution.
