Straight quotes will not change to smart quotes in Google Docs even with substitutions

When trying to write in Google Docs, I have smart quotes turned on in Apple settings as well as in substitutions, and it still will not change from straight quotes to smart quotes whilst typing. Is there a bug for Google Docs, or is there a workaround that will input “smart” quotes like the ones I just typed?

"sample" quotes that don't change to smart quotes. Also it will insert a smart single quote next to a straight quote like this: don'’t


It’s rather annoying and really needs either a workaround or a fix.

So the purchase of a new MacBook Air also didn’t resolve the issue, and I’m now on Ventura. The straight quotes in Google Docs (using Safari, btw). I will attempt to use Chrome instead to see if the problem perpetuates.
