Shortcut automations not working iP7/iOS15.7.3

Shortcut automations on iOS 15.7.3 is not working on iPhone 7

This is the exact automations I tried creating to automatically enabled low power mode for someone who is literally technically illiterate.

I created two automations.

Battery level rises above 60%

Set turn low power mode to off

ask before running is set to off

Battery level drops below 55%

Set turn low power mode to on

ask before running is set to off

pressing Play triangle does work

but waiting for it to run in the background does not work.

Turned low power mode on then discharged battery to 55% then plugged in to lightning cable charged to 65% low power mode is still on. then turned off low power mode thru control center discharged battery to 50% low power mode is still off and not automatically enabled. I have toggled this shortcut automation is enabled to off then to on. I also turned off the iPhone 7 then turned it back on and did the tests again. Still not working.

I also attempted to do this in a different way, deleted the above 2 automations then created 2 different automations.

then toggled automation toggles enabled to off then on. Then turned off iPhone then turned it back on. Put in pin to unlock phone then looked at battery icon it’s white meaning low power mode is off and checked control center low power toggle is not enabled. Plugged in to lighting cable to charge and battery icons turned green with lightning icon. Waited 5 minutes. Unplugged lightning cable from iPhone. Battery icon remains white. Checked control center low power mode is not enabled.

Any assistance in getting either pair of automations working? I even enabled ask before running. I get notification then tapped on it then run automation nothing happened.

reported battery health is 89%

the iPhone model is iPhone 7 128GB black bought directly from Verizon in the US. Model number A1660 or MNAJ2LL/A
