Active Noise Cancellation and Transparency mode are available on the AirPods Pro and AirPods Max models, so it wouldn't be a feature you could enable on your AirPods 3rd generation. You can read more here: AirPods Pro and AirPods Max Active Noise Cancellation and Transparency mode - Apple Support
