Why is family sharing working for one device and not the other? Why do some features work?

My kid has two devices on family sharing: a cell and a tablet. Recently, I noticed that I wasn’t getting activity reports and it said the iPad hadn’t been used in a week. Turns out they’ve been favoring their phone because it doesn’t implement downtime anymore. However, they do still need to request to download apps. The Apple ID is the same, but it is no longer shaded out. What’s going on?

Thank you for participating in the Apple Support Communities. We understand Screen Time limitations are only working properly for one of your child's devices. We recommend turning on "Share Across Devices" in Settings > Screen Time. This article explains more about this: Use Screen Time on your iPhone, iPad, or iPod touch.
