Apple Password

Each and every time my husband attempts to login to Apple, he is required to change his password. Then in the process, he gets a prompt that says “it can’t be verified at this time. Try later.” Is there a setting that needs to be changed so he doesn’t have to go through this each and every time. He is retired and our account is private not business or work related. I do not have that problem on either of my Apple devices. Any suggestions would be most appreciated.
