Go to Settings
Accounts
Add Accounts
Select iCloud
Select "Create a new Apple ID"
Follow the prompts to establish a new AppleID using an iCloud email address.

Then I would suggest using the website link. That shouldn't have any affiliation with the accounts on your iPad.
If for some reason you can't even do that, using your iPad...then try that site on a different device. That should work
I tried. Said that this Ipad was used for to create too many new Apple IDs
