It is theoretically possible to get access to AppleTV on Windows and Android with Family Sharing. The sharing would have to be set up on an Apple device but once a person has access to a subscription then Apple says that you can play Apple TV on Windows and Android by using a web browser.

Since your question goes beyond the narrow confines of the document Apple recommended to you, I suggest you read my reply as well since there are other things you can share when using Android.
I'll add that any feature you can get access to by logging into iCloud.com that involves a subscription is also available to you. This include expanded iCloud storage space.
