iPad Air4 unresponsive with boxes around icons
After using voice over on iPad Air4 now iPad is unresponsive with boxes around icons.

That is what Voice Over does. With Voice Over On, it will speak everything you touch, and will mark the item being spoken with a box around it.
You can turn it off, if you don't like it.
Easiest way to do this, is to ask Siri to turn Voice Over Off.
Otherwise, you will need to Navigate to the Voice Over Settings and turn it off manually, which can be difficult when Voice over is active. You need to tap on an item once, and then double tap it again to activate it.
