Image Files Disappearing in Messages

I have an iPhone SE (2 years old) with IOS 16.3.1 and sufficient available storage. Recently, images that had been earlier sent in Messages and completely visible are now appearing as icons referencing an HEIC file, including size and a download arrow. (See attached screenshot.)

Unfortunately, when touching the download arrow, nothing happens and the image does not appear. Where are these image files stored and how do I retrieve them as well as correct this from continuing to occur? [Some of these image files are irreplaceable and cannot be resent by the originator.].

We understand you're not seeing some attachments from old Messages conversations. We'd be happy to provide information to help.

Have you recently restored from a backup? Make sure your iPhone is connected to Wi-Fi to allow it to restore your data.

Thank you for replying. I have not recently restored from a backup. My iPhone is connected to WiFi. This started happening soon after one of my recent IOS updates, which are the only events that comes to mind; otherwise I have made no other changes to settings or another variables.

I am having the exact same issue. It is also with any new images being sent to me from another iPhone user. This appears to have started happening after iOS update 16.3.1. I have had to get images sent to me through another app.

Exact same issue here as well. New text messages with HEIC images that I am unable to view or download/save.
