Why this is a limit to the amount of promotional codes you are able to add per Apple ID?

Hello,

I have a 3 month free Apple Arcade code that was given to me by a Senior Advisor in your customer service department. Whenever I try and add it to my account I get an error message that says "Your Code Limit has been Reached. You have already redeemed the maximum number of these codes per Apple ID."

I called a senior advisor to have this restriction removed off my account or to have it manually added and neither was able to be done. All I was told was the garbage corporate response that "Apple is investigating this issue and does not know when this will be resolved but try again later."

Upon looking into this issue further it looks like this has been happening for years and has not been fixed. Why do you have such a garbage policy on how many codes can be entered per Apple ID? You would think this wouldn't even be a thing or that if It happened someone could fix it. I need an answer because I want to use this code and there has to be a way to enter it. Someone needs to give me an answer and resolve this for me.
