Empty picture messages
My iPhone 11 is sending empty bubble picture text messages
To send images/pictures to an Android device through iPhone you would need MMS enabled by your carrier and in device Settings.
You need MMS enabled by your Carrier for the SIM that you use and then enable it in your Settings. See the Pic below
