The activation server is not the issue—that is an ambiguous error message. If this it about the iPad 2 in your equipment profile, it is too old for over-the-air activation and it must be done with a computer.

My iPad 2 is Wi-Fi-only and, when it claimed to need acativation, those instructions worked for mine as well.
