Update Apple ID Settings Some account services will not be available until you sign in again.

I have tried half a dozen different things, like using an old device to log in, change my Apple ID password, and signed out on the phone. I spoke to two Apple technicians and the only answer they came up with was for me to get a new account. Very poor.
