How you check your iCloud storage
How do you check your storage on photos mine says that my storage is full but I can’t see what taking up all the space

You can see what is taking up storage space in iCloud here:
Settings → Apple ID → iCloud → Manage Account Storage
Also note that it may also be your iPhone that reports that the internal memory is full. You can check your iPhone's storage space and delete what is taking up space here: Settings → General → iPhone Storage
