What technology do you have? To access the iTunes Store and your purchase history you need a computer running iTunes, or Music on newer Macs, or an iOS device. Content that you had ripped into your iTunes library or obtained from other sources only existed on your previous computer or any backup you made, unless you have an ongoing subscription to Apple Music or iTunes Match. If don't have those files stored safely anywhere then they are gone.
