MacBook Pro stuck in software update
was Reinstalling OS everything worked until the final install it is stuck there and will not finish. Have tried starting up in safe mode and nothing seems to work

Sorry, but there are numerous 15" MacBook Pro models ... but since it is currently running macOS High Sierra, it would have to be a pre-2019 model. As such, it may be possible that the laptop's system drive is corrupted.
I would suggest that your next step would be to boot up your laptop in Recovery Mode. Then use Disk Utility's First Aid function to see if any errors are reported ... and if so, repair them.

Which exact model is your MacBook Pro? What version of macOS was it running? ... and, are you trying to reinstall the same version?
Are you doing a "clean" install? That is, did you first completely erase the system drive, and then, used Recovery Mode to reinstall macOS?
As it may help with troubleshooting, what was the main reason you needed/wanted to reinstall the operating system?
MacBook Pro 15″, macOS 10.13. Running high Sierra. Downloaded Catalina from apple website trying to get rid of a continual error message. Downloaded fine when it went to install it got to within 9minutes remaining and that is where it has stayed. Have tried a safe boot and I am still stuck
