please help with my safari it is not opening

my safari is not opening websites could it be my vpn? or its just acting up ?I feel frustrated really.

MacBook Pro 15″, macOS 12.6

Yes, that is possible. If Safari on Mac doesn't open a webpage or isn't working as expected - Apple Support has a number of suggestions including that possibility.
