Unable to format new external drive

I purchase new external drive for my iMac because i want to transfer photos for a new mac mini in the future but for some reason when I try to format drive for mac it keep saying not enough space to do that like its full but haven't used it yet

Within Disk Utility you may need to click "View" and select "Show All Devices" so that the physical drives appear on the left pane of Disk Utility. Select the physical external drive and erase it as GUID partition and the file system of your choice which depends on how you intend to use the drive. The physical drive will either appear as the make & model, or sometimes the make of the adapter used.
