Swipe up to upgrade? Force reset won't work/Mac not recognising

I've just updated my iPhone 11 to iOS 16.3.1 and the white screen comes up 'swipe up to upgrade' I have read all other discussions and tried all steps.

When I hard reset it just goes to the same screen. My MacBook also won't recognise the device at anytime so I can't reset it... Suggestions?

Restarting your iPhone will refresh iOS, which may help with this issue. If you're unable to restart it normally and it's unresponsive, force restarting it could get it up and running again. Here's how: Force restart iPhone.

1. Press and quickly release the volume up button.
2. Press and quickly release the volume down button.
3. Press and hold the side button.
4. When the Apple logo appears, release the side button.
