A family member has an Apple Watch SE that I set up with my phone. I want to have a different iPhone for another family member now manage it. I don’t want to manage anymore.
what are the steps?

In Watch app, All Watches, select their Watch by tapping (i), then unpair it
Then have the other iphone user set them up like you did,
