I have 2 iphone and a ipad on 16.3.1 and no issues.
You can look here for very bad wif issues If your iPhone or iPad won't connect to a Wi-Fi network - Apple Support
I am having a similar issue immediately following the 16.3.1 update on my iPad gen 7. Wifi shows connected consistently, but has periodic (more frequent than not) issues with internet access. A "No internet connection" message appears periodically below the WiFi connection, and data flow is either extremely slow or non-existant at all times.
I have taken all steps to remedy as listed at Apple Support and elsewhere, from network resets to a clean iOS reinstall and restoration of my backup - no success before or after the restore. My iPhone 12 updated to 16.3.1 without any similar issue.
Interested to see if others are having this or a similar issue. My wife is holding off updating her iPad Air 2 and iPhone XR. I may look at trying a revert to 16.3 via a restore if there is not a fix put out soon, don't want to do that due to security fixes in 16.3.1 . Thanks all
similar reports have been posted on internet by others. Seem like Apple engineers are less competent nowadays, software is not solid as before. This means I am their beta tester on my iphone, very annoying. Best action for me is to delay any future updates for few months, not wanting to have them perform software testing on my iPhone again

And there are millions of other user who are on 16.3.1 who don't have any issue with wifi, if you're base it other post of the internet.
