Adding user to filevalut CMD (-69594)

I'm trying to add an admin account to filevalut via SSH, but when sudo fdesetup is called, I get an error like this, ofc FV is enabled and one user is already added there.

Normally I create users using the sysadminctl command as I would like to control the UID/GID of some of users I create for file sharing purposes. I dont have admin user in my M2 Macbook Pro with MacOS 13 Ventura I have just setup my M2 Macbook Pro with MacOS 13 Ventura, but I just realized that my user is just a standard user. Whenever I tried to add a new account, it asked for admin user which is not there yet. I also tried to go to recovery mode, but it asked for macOS Recovery Key which I don’t have. Is there anything else can be done about it?

Administrator rights for my original user account restored after being lost I had problems: I mistakingly deleted the administrator rights from my original user account. Consequently, I could not unlock my users & group preferences and could not install new applications on my iMac using the name and the password from my original account. I my be out of my Depth here but suggest the user reads up more from Apple regarding adding Additional User to an Encrypted ( FileVault ) enable computer

" If other users have accounts on your Mac, you're prompted to enable each user and enter their password before they can unlock the disk. User accounts added after turning on FileVault are automatically enabled. "

this is a weird case as it works normally, I even created a test user on another mac to check it out and everything is fine
