I recently bought a vehicle that had two air tags. Unfortunately the tags are registered to the owners of the vehicle prior to the ones I bought it from. The registered owners of the air tags have moved back to Peru and I have no way of contacting them. Is there any way I can register the air tags to myself?

Only if they have removed the AirTags from their account. If they have, you can try to reset the AirTags by following the steps in the support document linked below.
