Hey there ChillDawg_Que,
Thanks for reaching out to the Apple Support Communities.
If wanting to prevent your bookmarks from syncing with iCloud, you can do this by turning off Safari in Settings > [Your Name] > iCloud. We do want to make you aware that turning off iCloud for Safari would also prevent Reading List, Tab Groups, and open tabs from being synced with iCloud as well.

Access the same bookmarks, Reading List, and tabs on all your devices
When you set up iCloud for Safari, your Safari bookmarks, Reading List, Tab Groups, and open browser tabs are stored in the cloud instead of locally on your device. You can access that information on any device that’s set up for iCloud and Safari, including your iPhone, iPad, iPod touch, and Mac. You can access your bookmarks on a Windows computer.
Because your information is in the cloud, changes you make on one device—like bookmarking a new website, removing an item from your Reading List, or opening a new tab—automatically appear on all your devices. You see the most up-to-date version of your bookmarks, Reading List, Tab Groups, and open browser tabs, no matter where you access them.
As for removing the bookmarks from your iPad, it would not be possible to remove multiple bookmarks at once. For the best steps on how to remove the bookmarks on your device, check out this next resource: Bookmark favorite websites in Safari on iPad - Apple Support
Edit your favorites
1. Tap, then tap Bookmarks.
2. Tap Favorites, then tap Edit to delete, rename, or rearrange your favorites.
We hope that's able to help.
Have a great day!
