Is there a way to be able to share my Pictures Folder that is on my desktop, with my laptop. I have my RAW files in this folder on my Mac and I would like to be able to access them from my Mac Air.

Do you use iCloud to sync, if not that may be the first major step you need to take. If you are not using iCloud please refer to:

However it will only sync photos in your Photos App Library. Once the photos are in the Photos app, you can export them as their native RAW format to the whichever location you would like.

I do use iCloud and I sync my photo library there. The Pictures Folder is in Finder, which is where the photos library lives. I also have a folder with all my Raw files that I don’t want to put into the Photos Library. Its that Raw photos folder that I cannot figure out how to sync across my devices.
