iPad 9.7 iOS 16.3.1, Wifi connectivity issue - can't solve without complete wipe

We have in our company many devices that were enrolled via Apple Configurator 2 into MDM with a Wifi Profile.

It seems after the update to iOS 16 that, devices can't connect to the network that is working perfectly fine for all other devices (Mini 4,5,10.2, etc., and non-Apple devices)

Because the devices has a Wifi profile installed via Apple Configurator 2 - It can't be removed manually, not even with "Reset Network Settings"

The only solution is to "Erase all content and settings"

With the experience I acquired for over four years managing thousands of iPads, it seems like a bug in iOS.

If so configured, by design, MDM installed profiles cannot be removed by the device user - but are instead managed by the System Administrator.

As for whether or not your WiFi connection issues are a bug, or a profile configuration issue, we have insufficient information to determine.

Permanent wifi profiles should be installed by the MDM, not AC2. This allows updates, changes, and removals as needed without having to physically connect the devices. You can remove these profiles, but you must physically connect the device to the computer that did the pairing. Then you can right click (or 2 finger click) on the device and go to Remove > Profiles and choose which profiles you wish to remove.
