To be able to use any SIM across the globe you must have "No SIM Restriction" against Network Provider Lock. Please refer to the pic below.
If your iPhone cannot accept SIM cards from other carriers, then it is Carrier Locked.
Then it can only be used with the provider your iPhone was purchased through. You must contact the carrier the phone was purchased from and ask them to help to unlock your iPhone.
