I have tried to get my daughter’s phone to stop being able to “ignore time limit” and have read a number of forums without any solution. I have selected “block at downtime” on my phone and on her phone and nothing seems to work. Is there a fix on this?

Let's go through the steps of setting up app limits in Screen Time to ensure no step was missed that might cause the limits to be ignored.
From your device, go to Settings > Screen Time > [daughter's device] > Always Allowed. Check to see if the affected apps are listed in "Allowed Apps".
Back out of the screen and choose "App Limits". Check that you have Screen Time settings enabled according to the guidance listed here Use Screen Time on your iPhone, iPad, or iPod touch. Remove the currently set app limits and re-create them.
