Cannot connect HP Deskjet 3700 to MacBook Pro or iPhone

So when running the connection for initial set up of new prints on Mac, the wifi on my Mac keeps cycling on/off as it would when searching for a network and then the HP software says can't connect to device. iPhone wifi network stays constant but no connection there either. Location settings are on. I am running Ventura 13.2.1
