Your videos certainly shows hopeless performance!
Try the cheap and easy options first. You mention a USB-C to HDMI cable which implies a converter (hopefully) integrated in the cable. That rings alarm bells in my mind about no-name cables. I suggest trying with a known quality USB-C to HDMI dongle, and a known good quality HDMI cable. I have in mind Belkin USB-C to HDMI Adapter - Apple for the adapter, because it is most likely to be supported on Apple products.

It was the cable (which was indeed no name). Just found a Satechi multi-port knocking about in the attic and it works perfectly. Thanks!
