My phone was stolen, I thought my photos were synced with icloud, but they were not, any way to recover them?

Hello all, I recently had my phone stolen, and when I went to see if my photos were backed up, they were not. These were about 5 years worth of photos, with so many memories I cannot even count. I am wondering if there is a way to recover these photos and if I purchase another iPhone if these photos reappear? Right now I am hoping and praying for a miracle, so if anyone could give me good news, please do.

You can't view photos in your backup What does iCloud back up? - Apple Support, only if you synced Set up and use iCloud Photos - Apple Support them to the cloud.

so if you been doing this on a regular basis How to back up your iPhone, iPad, and iPod touch - Apple Support

And NOT using this Set up and use iCloud Photos - Apple Support

When you get your new phone you do this Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
