I added a friend to my apple music family plan, under media & purchases; he is signed in with his apple id but when you go to music under settings, its still asking him to join apple music

It appears as though YOU might not have directly shared Apple Music with them. You may have just shared iCloud.
Go into YOUR Settings
You Name at the top
Family Sharing and make sure that you are sharing Apple Music, specifically.

Did they accept the invitation when you added them to your Family account?
Check their Family Sharing status:

Tell me/us what services he has there. And if they are active/ON.
When they open the Music app, are they allowed to Search for, listen to and download songs?
Hmmmmmmm. This is odd.
I don't think I know how to solve this problem without physically going through it myself (sometimes I have to be there to know exactly what I would do).
Hopefully someone else might be able to help.
The other thing you could do is contact Apple, directly and they might have some suggestions!

He can search for songs but when he tries to download, it takes him to a landing page to subscribe and get 1 month free and to also add payment detail when he’s already connected to apple music family sharing
