I have windows 7 and it wont update to the newest itunes, also why wont it let me update my billing info? I go to click on manage and it does nothing.

Windows 7 cannot use the later versions of iTunes. I believe that the last version that Windows 7 can install is 12.10.11.2.
The last time I checked, that version can still access the store, but it is possible that this has now changed. Certainly, older versions, such as 12.7.2.58 can no longer use the store. This is a security measure.

You can download iTunes 12.10.11 for older versions of Windows from Apple here: Apple - Support - Downloads
You can also manage your billing info from the web by going to appleid.apple.com.
For information, the current version of iTunes for Windows 10 (on the day of writing this) is 12.12.7.1.
