While we're only guessing per the few details you provided so far, if the message is showing when you try creating a new Apple ID on your iPhone, then you'll need to use a different device to create a new Apple ID.


It sounds like what you're describing is outlined under the section titled "If you see a Could Not Create Apple ID or Could Not Set Up iCloud message" in the following page:


If you can't connect or sign in to iCloud - Apple Support


If something else entirely different is occurring, please provide more details. The more we have, the better we'll understand the issue.
