Quite correct. After performing a restart of your iPad, you must always provide the device Passcode. The Passcode unlocks the iPad security chip (the Secure Enclave) within which your encrypted biometric information is stored.


Until the Passcode has been entered after restart, TouchID/FaceID will remain inactive. The initial Passcode-entry provides access to the encrypted biometric data - and thereafter, TouchID and FaceID can be used to access the device.
