Yes, I'm afraid so. However, Voice Mails are not included in an iCloud Backup. But if you have a local backup on your computer, then the option is there.

You can check Recently Deleted in your Voice Memo app. If the audio file is there then you need to restore it.

Open the Voice Memo app, tap the small "back arrow" at the top left, select Recently Deleted, tap the audio file you want to restore and tap "Recover"
