Photos Rotate 90 Degrees No Matter What the Phone Orientation or the Rotation Setting

Here's the scenario: I take any number of pictures of a subject. Upon completion I tap on the photo preview box in the lower left of my screen. The last photo taken pops up and it is rotated 90 degrees. I tap "All Photos" and all the photos I just took are rotated 90 degrees. I delete all the photos. I retake all the photos with the phone in the exact same position as before. Follow the same process to view the photos. NONE ARE ROTATED. Why?! Why?! Why?!
