Your iPhone 5C can be updated to: iOS 10.3.4
Unfortunately, there are many apps in the App Store that require iOS 13 or later. You will probably still be able to download some apps, but you have to get used to not being able to download everything from App Store. The solution would be to buy a new iPhone. iPhone 8 and newer support the latest iOS 16.
