Photos app import does not maintain folder organization

I am running Ventura on Mac Mini and importing from a folder of pictures with nested folders. I have checked the box to maintain the folder organization. If I choose to create a new album, the import fails to maintain folder organization. If I choose "None" for "album" then the import works. Both tests were done with a new empty library and my mac has iCloud photos turned off. This is very repeatable.

It is to be expected, if you select to import into an album. Albums cannot hold subfolders, so the folder organization cannot be saved, if you specify to add the photos to an album. Use always "None" for the album, if you want to preserve the folder structure.
