iPad charging using a powerbank

Is there any reason why I can not use a powerbank to charge my iPad Air 4 via Kingston's Nucleum adaptor?

Using the Apple wall charger that came with the iPad works fine.

Is this another example of Apple territorial attempts to prevent interoperability between Apple and industry standard equipment?

If your PowerBank supports USB PD (Power Delivery), with your iPad connected to the Nucleum hub’s host port (using its USB-C pigtail), you will be able to successfully charge your iPad. The PowerBank must be connected to the hub’s USB-C Power Delivery pass-through port.

If your PowerBank does not support USB PD, then charging via the Nucleum hub may not work. Also note that your PowerBank will likely need to be able to output at least 20W - as it will need to power the hub and charge the iPad. The iPad itself requires a minimum of 12W.
