I would look for an official uninstaller and remove this app, if in doubt refer to the developers website for how-to.
please note—Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus/VPN
all known to cause issues on the macOS
then compare your results.

Memory is used differently on the more recent versions of macOS. macOS always fills memory to the brim since unused memory is considered wasted memory. You must use the following guide to determine if your Mac has insufficient memory for your particular workload:
Within the "Memory" tab of Activity Monitor, check the "Memory Pressure" graph. If it is red, then you don't have sufficient memory for your workload. If the pressure is yellow, then you are on the borderline.
If the memory pressure is green (or even yellow), then check the "Swap Used" and "Compressed" to see if it is showing a lot of GBs being used by these two items. If so, then it also indicates you don't have sufficient memory for the way you are using the Mac...you may be able to change your useage to prevent this, but if not, then you have insufficient memory especially if it is causing performance issues.
The report is showing "Service Battery" which surprises me since you are running Ventura and the last OS which used the "Service Battery" condition was Catalina, but maybe this is the EtreCheck app gathering or displaying the condition differently. "Service Battery" typically means that a hardware issue has been detected with the Battery. I know that Apple had a free Battery repair program for this model, but it appears to be expired since it is no longer listed on this page where Apple lists the publicly acknowledged free repair programs:

Just recently my ram is weird. After start about 4,5 GB is used and with usage of 2-3 apps the ram is about 6-7 GB. I searched for big ram consumers but haven’t found any big. Sometimes kernel_task has high usage even if my CPU isn’t really used.
The Cleaner app I had installed but decided to never used it and it should be uninstalled. Will look into it.
