When wearing the iwatch the text notifications are silent. Certainly an incredible IT community as Apple this can be rectified simply and quickly.
I like to wear my watch and I like my iphone to also send a tone. I can mute as needed. Let’s fix this now.

By design, if your iPhone screen is active, notifications go to your iPhone. If your iPhone screen is locked, notifications go to your Apple Watch. They do not go to both, again, by design.

Telling me or anyone here what you think it should be is pointless. You are NOT addressing anyone from Apple. And I must disagree with your assertion. I don't want it to change. I know others near me don't want to hear my iPhone ding and my watch ding at the same time.
But since you think it needs to be change, tell Apple what you think by providing feedback via this link (Apple won't respond to you and this likely won't change) --> Feedback - Watch - Apple
It needs to change. I should be able to do both if I want. Maybe I’m not the only one. I searched on web and there were a lot of folks echoing my same sentiments. But I appreciate you confirming what is can do for now.
