Can’t send or receive photos in iMessage

I can’t seem to send or receive photos in iMessage. It shows up as an empty text field when I receive and as a weird pdf type thing when I send. That’s after it produces and exclamation ❗️ mark and days there’s an error sending my message. I tried resetting my phone. Bizarrely non iPhone users get what I send (I think). Any idea how to fix this annoying issue?

I have updated software, too and toggled iMessage off and then on.

"If you see a red exclamation point

If you try to send a message and you see  Exclamation mark icon with an alert that says Not Delivered, follow these steps:

  1. Check your network connection.
  2. Tap  Exclamation mark icon, then tap Try Again.
  3. If you still can’t send the message, tap  Exclamation mark icon, then tap Send as Text Message. Messaging rates may apply. Contact your carrier for more information.

You can set up Messages so that it automatically tries to send messages as an SMS when iMessage isn't available. Go to Settings > Messages, and turn on Send as SMS."

If the issue persists, can you provide a few more details? When did you first notcie this? What is your exact iOS version? Also, does this happen with all contacts or certain contacts?
