Apple Certified Pre-Owned iPhone with "Not Activated" status?

Hi Everyone!

I wonder that how Apple Certified Pre-Owned iPhone comes with "Not activated" status? A pre-owned iPhone is a USED device (as pre-owned itself means someone own it before) so its must be activated before. So how its possible that it comes not activated status again?

Or these are brand new device just in "Apple Certified Pre-Owned" box?

Can someone kind please clarify this? I will be very grateful in advance! Thanks.

Best regards.

Apple Certified Pre-Owned devices come with the same warranty as a new device. In addition, the battery and all the external parts have been replaced with new ones. After Apple has refurbished your iPhone, the warranty is restored and you will therefore see "Not Activated" when you check the serial number.

But you can see from the model number whether it is a refurbished model from Apple or your Carrier.

Go to:

SettingsGeneralAbout → Find Model Number in the list. If the model number starts with F, it is refurbished.

If the model number starts with M, then it is a new device from Apple.
